  • Authorizing the Administrator to sign the sales contract
  • With Homeplace Community Land Trust

  • For the sale of County-owned property at 2805 Burton Road in Ann Arbor to create permanent affordable housing for low and moderate income households in Washtenaw County

  • Sale of property for $25,500

1. Public Health

Pilot Evaluation Capacity Grant

  • Ratifying the signature of the Administrator on the application
  • To the CRP Incorporated
  • For the period 1/1/06 12/31/06

  • To evaluate the Reality Check substance abuse prevention campaign
  • By conducting youth focus groups in seven middle schools in Washtenaw and Livingston counties (targeted communities are Ypsilanti, Willow Run, Milan, Pinckney, and Howell)
  • In collaboration with the University of Michigan School of Public Health

  • For a total program of $29,970
    -Revenue: $29,970
    -Match: 0
    -Indirect Costs: 0
  • Upon receipt of the award:
    -Authorizing the Administrator to sign the notice of Grant Award
    -Amending the budget
    -Authorizing the delegate contracts

2. Washtenaw Community Health Organization

Hiring a Health Services Access Professional Above Midpoint

  • Approving the hiring of a Health Services Access Professional at an annual salary of $43,412
  • Which is Step 6 on the salary scale for AFSCME 2733, Unit A, Grade 21 (Range: $36,038- $46,836)
  • Preferred candidate has experience and educational requirements that meet or exceed the requirements for this position
  • All costs for this position to be covered by WCHO

RECOMMENDATION: Approval at the Board meeting

3. Community Support & Treatment Services

Hiring a Mental Health Professional Above Midpoint

  • Approving the hiring of a Mental Health Professional at an annual salary of $41,832
  • Which is above the midpoint of pay grade for AFSCME 2733, Unit A, Grade 21 (Range: $36,038- $46,836)
  • Preferred candidate has experience and credentials that exceed the requirements for this position
  • The position is fully funded in the contract between WCHO and CSTS

RECOMMENDATION: Approval at the Board meeting

D.

Public Safety & Justice Community of Interest

Trial Courts

Annual Juvenile Accountability Block Grant (JABG)

  • Ratifying the signature of the Administrator on the grant application
  • To the Michigan Department of Human Services
  • For the period of 4/1/06-3/31/07

  • To facilitate a curriculum for youth adjudicated on domestic violence charges and a program for youth on intensive probation

  • In the amount of $28,221:
    -Fed. Revenue: $25,399
    -County Match: $ 2,822
    (budgeted as 50% reimbursement in Child Care Fund)
    -Indirect Costs: $1,411

  • Upon receipt of the award:
    -authorizing the Administrator to sign the notice of grant award
    -amending the budget
    -authorizing the Administrator to sign the delegate contracts

b. Collective Bargaining Agreements Extensions

  • Approve the extension of the Assistant Prosecutors Association (APA), Public Defenders Association (PDA) and Michigan Nurses Association (MNA) Unit II collective bargaining agreements

  • For a two (2) year period of January 1, 2006 through December 31, 2007.

Board of Commissioners

1. Establishment of a Pilot Pretrial Services Unit

  • Establishing a Pretrial Services Unit
  • With the 14A District for the contracting of Pretrial Services to assist District Courts with arraignment
  • In the amount of $30,000
  • For a six month period 1/1/06 6/30/06

  • Directing the CJCC to explore additional funding opportunities to ensure long-term viability of the program and report back to the Board of Commissioners prior to the end of the pilot period on the program effectiveness
