Head Start

1. COLA & Quality Improvement Program

  • Ratifying the signature of the Administrator on the application
  • To the Department of Health and Human Services
  • For the period of 8/1/05 7/31/06

  • To provide comparable wages to staff throughout the grantee providing an annual increase average 3% to Ann Arbor ($6,646), Lincoln ($2,305), Time for Tots ($660), Whitmore Lake ($1,356), Willow Run ($4,488) and Grantee-Ypsilanti ($18,619)

  • For a total program of $42,593
    -Federal Revenue: $34,074
    -Match: $ 8,519 (inkind)
    -Indirect Costs: 0 


  • Upon receipt of the award:
    -Authorizing the Administrator to sign the Notice of Grant Award
    -Amending the budget
    -Authorizing the Administrator to sign the delegate contracts

RECOMMENDATION: Approval at the Board meeting

2. One Time Supplemental for Program Improvement

  • Ratifying the signature of the Administrator on the application
  • To the Department of Health and Human Services
  • For the period of 8/1/05 7/31/06

  • To provide 35 seat restraint, a Wireless Duress Notification System, Surveillance Equipment, a walking path development for the Ypsilanti site and playground equipment for the Ann Arbor site.

  • For a total program of $154,084
    -Federal Revenue: $123,267
    -Match: $ 30,817 (inkind)
    -Indirect Costs: 0 
  • Upon receipt of the award:
    -Authorizing the Administrator to sign the Notice of Grant Award
    -Amending the budget
    -Authorizing the Administrator to sign the delegate contracts

RECOMMENDATION: Approval at the Board meeting

C.

Planning, Development & Environment Community of Interest

1. Drain Commissioner

Transferring jurisdiction on Drainage District

  • Approving the relinquishment of the Dexter Crossing Plat One Drain Drainage District to Dexter Township

  • Permitted by Michigan Drain Code, Chapter 17, Section 395 provided the district has no debts or contract liability

  • District has no outstanding indebtedness or contract liability

  • Township agrees to assume all costs associated with relinquishment of jurisdiction, assignment of easements, maintenance, jurisdictional control and drain operations

RECOMMENDATION: Approval at the Board meeting

D.

Administrator

Police Service

  • Approving the modification to the current methodology
  • For contractual police services

  • Accepting the modified version of the County Administrators Recommendation on Financing the revised Public Safety & Justice Recommendation

  • Authorizing the Administrator and Corporation Counsel to negotiate and execute police service contracts for 2006-2009 within the methodology guidelines

  • Local governmental agencies seeking to contract with the County shall notify the Administrator in writing of how many Police Service Units they wish to contractually obtain by no later than October 7, 2005

RECOMMENDATION: Approval

Public Safety & Justice Community of Interest

Sheriff

Creating 7 Correction Positions

  • Creating 7 Correction Officer Positions
    -Grade 56, Group 27
    -Salary Range: $32,190-$50,450 
  • For the purpose of reducing overtime costs of correction officers in the jail
  • Annual overtime saving of approximately $150,000

RECOMMENDATION: Approval at the Board meeting
