Planning, Development & Environment Community of Interest

Community Development

1. Local Initiatives Support Corporation (LISC)

  • Authorizing the Administrator to sign the contract
  • With Local Initiatives Support Corporation (LISC)
  • For the period 1/1/05 12/31/05

  • To provide technical assistance and training to local nonprofit housing and community development organizations in the areas of organizational and real estate development, strategic planning, financial and personnel management, neighborhood planning, acquisition strategy, feasibility analysis, financial packaging, marketing, property and asset management

  • In the amount of $50,000. The Countys $50,000 will leverage at least $200,000 from LISC and other sources including $50,000 from the City of Ann Arbor

RECOMMENDATION: Approval

2. Urban County

  • Authorizing the Administrator to sign the Annual Action Plan
  • To the US Department of Housing & Urban Development
  • For the period 7/1/05 6/30/06

  • For participation in the HOME Investment Partnership Program (HOME) and the Community Development Block Grant Program (CDBG) to build, buy, or rehabilitate housing for rent or homeownership by low to moderate-income individuals.

  • Aligns with the Urban County & HOME Consortium 2003-2008 Consolidated Strategy & Plan goals

  • For a total HUD allocation of $1,734,369
    -CDBG: $ 904,492
    -HOME: $ 684,434
    -Match (inkind) $ 145,443 (For HOME Program)
  • Upon receipt of the award:
    -Authorizing the Administrator to sign the notice of grant award
    -Amending the budget
    -Authorizing the Administrator to sign the delegate contracts

Revenue & Record Keeping Community of Interest

Annual Equalization Report

  • Approving 2005 County Equalization Report

RECOMMENDATION: Approval at the Board meeting

C.

Health Community of Interest

Washtenaw Health Plan

Indigent Health Care Donations

  • Accepting $7800 in cash donations from private donors

  • For the specific purpose of supporting indigent health care programs for low-income County adolescents and their children

RECOMMENDATION: Approval

D.

Public Safety & Justice Community of Interest

Sheriff

Edward Byrne Memorial Justice Assistance Grant (JAG) Program

  • Ratifying the electronic submission of the application
  • To the Bureau of Justice Assistance
  • For the period 5/1/05 4/30/08

  • To cover the cost of law enforcement related equipment, which will enhance and automate records retention within the Correctional Facility and Records Division

  • For a total project cost of $45,200
    -Federal Revenue: $45,200
    -Match: 0
    -Indirect Costs:
  • Upon receipt of the award:
    -Authorizing the Administrator to sign the Notice of Grant Award
    -Amending the budget
    -Authorizing the Administrator to sign the delegate contracts
