Employment Training & Community Services

1. FY 2005 Annual Weatherization Assistance Program

· Ratifying the signature of the Administrator on the application

· To the Michigan Department of Human Services

· For the period 4/1/05 – 3/31/06

· To provide home weatherization to 113 units, outreach and intake services, and client education services for low-income (at or below 150% of the poverty income guidelines) individuals and families

· For a total program of $344,425
-Federal Revenue: $344,425
-Match: 0
-Indirect costs: 0

· Upon receipt of the award:
-Authorizing the Administrator to sign the Notice of Grant Award
-Amending the budget-Authorizing the Administrator to sign the delegate contracts

RECOMMENDATION: Approval

2. FY 2005 Annual Low-Income Home Energy Assistance Program

· Ratifying the signature of the Administrator on the application

· To the Michigan Department of Human Services

· For the period 4/1/05 — 3/31/06

· To supplement funds from the Department of Energy in order to deliver energy savings related services to approximately sixty (60) low income (at or below 150% of poverty income guidelines) single-family units

· For a total program of $129,000
-Federal Revenue: $129,000
-Match: $ 0
-Indirect Costs: $0

· Upon receipt of the award:
- Authorizing the Administrator to sign the Notice of Grant Award
- Amending the budget
- Authorizing the Administrator to sign the delegate contracts

3. FY 2005 Annual Low Income Home Energy Assistance Program-Deliverable Fuels Funding

· Ratifying the signature of the Administrator on the application

· To the Michigan Department of Human Services

· For the period 1/7/05 — 9/30/05

· To provide funds to community action agencies to be used for emergency provision of deliverable fuels to low-income (at or below 150% of poverty income guidelines) individuals

· For a total program of $20,171
-State Grant Revenue: $20,171
-Match: $ 0
-Indirect Costs:$ 0

· Upon receipt of the award:
- Authorizing the Administrator to sign the Notice of Grant Award
- Amending the budget
- Authorizing the Administrator to sign the delegate contracts

4. FY 2005 Annual Temporary Assistance to Needy Families (TANF) Program

· Ratifying the signature of the Administrator on the application

· To the Michigan Department of Human Services

· For the period 10/1/04 – 9/30/05

· To allocate funds to provide items such as food, clothing for work-related purposes, utility assistance, medical or prescription assistance, or payment for eyeglasses in response to a specific crisis situation once during the program year to low-income (between 125% and 200% of poverty income guidelines) individuals and families

· To assist clients in finding a job or a better job, allowing these clients to move closer to self-sufficiency

· For a total program of $70,920
-State Revenue: $ 70,920

-Indirect Costs: $  0

· Upon receipt of the award:
-Authorizing the Administrator to sign the Notice of Grant Award

5. FY 2005 Temporary Assistance to Needy Families (TANF) – Earned Income Tax Credit (EITC) Program

· Ratifying the signature of the Administrator on the agreement

· To the Michigan Department of Human Services

· For the period 1/1/05 — 6/30/05

· To provide funds to the Michigan Community Action Agencies for the purpose of increasing the number of TANF-eligible families applying for the Earned Income Tax Credit (EITC)

· ETCS will provide tax preparation assistance and EITC filing services to TANF recipients throughout the County

· For a total program of $16,500
-Federal Revenue: $16,500
-Match: $ 0
-Indirect Costs: $0

· Upon receipt of the award:
- Authorizing the Administrator to sign the Notice of Grant Award
