o       Ratifying the signature of the Administrator on annual Comprehensive Planning, Budgeting, and Contracting Agreement with the State

o       Eliminating a .20 Receptionist position

o       Establish immunization fees and approve fee schedule

o       Approving the annual agreement between Environmental Health and Public Health

o          CSTS operates on an October September fiscal year, based on state funding cycles for mental health services

o          Eliminate a Client Service Management position
-Grade 17, Group 12
- Salary Range : $30,428 - $37,652

o          Eliminating two (2) 1.0 Mental Health Attendant positions
-Grade 11, Group 12
- Salary Range : $25,016 - $30,428

o          Creating a Service Coordinator position
-Grade 25, Group 11
- Salary Range : $40,613 - $53,057

o          Create a Mental Health Professional position
-Grade 21, Group 11
- Salary Range : $34,988 $45,472

Creating two (2) 1.0 Mental Health Worker positions

1. Annual Community Services Block Grant Program

 

 

 

 

 

o          Ratifying the signature of the County Administrator on the application

o          To the Family Independence Agency

o          For the period 10/1/04 9/30/05

o          To support services provided by Community Action Programs to prevent and eliminate the causes, conditions, and effects of poverty and to promote social and economic opportunities for low-income individuals

o          Provides funding to support programs such as: Employment Services, Customer Service Advocacy, Summer Food for Children, Senior Nutrition, Foster Grandparents, Emergency Services, LIHEAP, Weatherization, Home Rehabilitation and Surplus Food Distribution

o          For a total program of $875,218
-Federal revenue:         $521,884
-Match (County)            $353,334
-Indirect Costs: 0

-Authorizing the Administrator to sign the Notice of Grant Award
-Amending the budget

2. Annual WIA Displaced Homemaker Program

 

 

 

 

 

o          Ratifying the signature of the Chair of the Board on the application

o          To the Michigan Department of Labor and Economic Growth

o          For the period 7/1/04 6/30/05

o          To provide services to 36 persons who have been providing unpaid services to family members in the home, who have been dependent on the income of another family member but are no longer supported by that income, who are unemployed or underemployed, and are experiencing difficulty in obtaining or upgrading employment

o          Service provider is The Womens Center of America

o          For a total program of $36,173
-Federal Revenue: $36,173
-Match: 0
-Indirect Costs: 0

-Authorizing the Administrator to sign the Notice of Grant Award
-Amending the budget

3. Annual Low Income Home Energy Assistance Program (LIHEAP )

o          To the Family Independence Agency

o          For the period 9/1/04 8/31/05

o          To supplement funds from the Department of Energy in order to provide energy related services to approximately 30 low-income (at or below 150% of poverty) single-family units

o          For a total program of $182,750
-Federal Revenue:       $182,750

-Indirect Costs: 0

Annual Emergency Management Performance Grant

 

 

 

 

 

o          Authorizing the Administrator to sign the Budget and Work Agreement

o          To the Michigan State Police, Emergency Management Division

o          For the period 10/1/04 9/30/05

o          For pass-through funding from the Federal Emergency Management Agency (FEMA) to support County Emergency Management operations

o         In the amount of approximately $46,897 or 39.5% of eligible expenses
-No match required
-Eligible expenses include salary and fringes of Emergency Management Director only

o          Authorizing the Administrator to sign the Grant Agreement in conformity with the Budget and Work agreement

Stock Donation

 

 

 

 

 

o          Approving the acceptance of a donation

o          Valued at approximately $25,000 as of 9/15/04

o          For the specific purpose of supporting indigent health care programs for County residents

o          To be sold and the proceeds transferred to the state for match, then returned to the Washtenaw Health Plan to support indigent health care programs

o          Amending the budget to reflect the donation and its transfer
