1. City/County Community Development

Creating a Community Development Director Position

  • Creation of a 1.0 FTE Community Development Director
    • Grade 34, Group 32
    • Salary Range : $63,674 - $101,168
  • Salary and benefits will be equally paid by the County and the City ofAnn Arbor
  • Position will oversee new joint County/City ofAnn Arbor community development collaboration.

2. Employment Training and Community Services

Workforce Investment Act Statewide Youth Activities

  • Ratifying the signature of the Chair of the Board on the PY 2004 Statewide Activities Funding for High Concentrations of Workforce Investment Act (WIA) Eligible Youth Plan
  • To the Michigan Department of Labor and Economic Growth
  • For the period ofJuly 1, 2004 to June 30, 2005
  • To provide employment-related training for youth
  • In the Amount of $32,163:
    • Grant funding: $32,163
    • County Match : None
    • In-kind: None
  • Upon receipt of the award:
    • Authorizing the Administrator to sign the Notice of the Grant Award
    • Amending the budget

C. Health Communities of Interest

1. Washtenaw Community Health Organization

a. Group Homes

  • Approval of a recoverable grant
  • To the Washtenaw Community Health Organization
  • To complete the purchase of four group home properties in Dexter Township, Northfield Township, Pittsfield Township and York Township
  • In the amount of $350,000
    • To be reimbursed to the County, plus an administrative fee of $35,000 for a total of $385,000
    • To be paid in 84 equal payments of $4,583

b. Creating Positions

  • Creating 3.0 FTE WCHO Administrator Positions
    • Grade 33, Group 32
    • Salary Range : $57,365 87,972
    • To be leased to the Washtenaw Community Health Organization (WCHO)
  • To reconfigure the WCHO Administrative Team due to the regionalization of the WCHO

D. Public Safety & Justice Community of Interest

1. Trial Courts Friend of the Court

a. Annual Medical Support Program

  • Ratifying the signature of the Chair of the Board on the application
  • To the State of Michigan Office of Child Support
  • For the period of October 1, 2004 to September 30, 2005
  • For medical support enforcement reimbursement
  • To assist children by requiring employers of non-custodial parents to provide medical coverage for the employee's children
  • In the amount of $109,249:
    • Reimbursement: $109,249
    • County Match : None
    • Indirect Costs: None

RECOMMENDATION: Approval at the Board meeting

b. Annual Cooperative Reimbursement Program

  • Ratifying the signature of the Chair of the Board on the application
  • To the State of Michigan Office of Child Support
  • For the period of October 1, 2004 to September 30, 2005
  • To provide 66% cost reimbursement associated with the establishment, collection, and enforcement of child support IV-D cases
  • In the amount of up to $5,236,745:
    • Reimbursement monies: $3,624,424
    • County Match : $1,605,600
    • Indirect Costs: $692,545

2. Prosecuting Attorney

a. Annual Cooperative Reimbursement Program

  • Ratifying the signature of the Chair of the Board on the contract
  • With the Michigan Family Independence Agency
  • For the period ofOctober 1, 2004 to September 30, 2005
  • To provide partial cost reimbursement for Prosecuting Attorney expenses as they relate to prosecuting paternity and/or non-payment of child support cases
  • In the amount of $758,613:
    • State and Federal funds: $525,046
    • County Match : $233,567
    • Indirect Costs: $121,005
  • Upon receipt of the award:
    • Authorizing the Administrator to sign the Notice of the Grant Award
    • Amending the budget
    • Authorizing the Administrator to sign delegate contracts

b. Annual Victim Rights Program

  • Ratifying the signature of theCounty Administrator on the contract
  • With the Crime Victim Services Commission ofMichigan
  • For the period ofOctober 1, 2004 to September 30, 2005
  • For funding of the Victim/Witness Unit of the Prosecuting Attorneys Office
  • In the amount of $157,500
    • No local match required
    • No indirect costs
  • Upon receipt of the award:
    • Authorize the Administrator to sign the Notice of the Grant Award
    • Authorizing the Administrator to sign delegate contracts

3. Emergency Management

Homeland Security Grant Application

  • Ratifying the signature of the Chair of the Board and the Administrator on the grant application
  • To the Michigan State Police Emergency Management Division
  • For the period of August 1, 2004 to September 30, 2005
  • To reimburse County public safety agencies for expenses related to several projects concerning planning, training, equipment, technology and exercises in dealing with weapons of mass destruction
  • In the Amount of $1,105,194:
    • Grant: $1,105,194
    • County Match : None
    • Indirect Costs: None
  • Upon receipt of the award:
    • Authorizing the Administrator to sign the Notice of the Grant Award
    • Amending the budget

4. Board of Commissioners & Trial Courts

Legal Resource Center

  • Allocating revenues generated by theWashtenaw County judges for sanctions of attorneys
  • To the Legal Resource Center , a new nonprofit organization
  • To provide legal assistance to people who are representing themselves in the court system
  • Affirming the use of County space for theLegal Resource Center , the Bar Association, and the Dispute Resolution Center.

E. Support Services Community of Interest

Support Services - Facilities Management

Annual COPE Lease

  • Ratification of the signature of the Administrator on the lease
  • With the Center for Occupational and Personalized Education
  • For the period of August 21, 2004 to August 20, 2005
  • To continue to provide space for administrative and classroom activities aimed at helping students who have struggled in traditional academic environments
  • In the Amount of $42,000

1. Offshore Outsourcing Policy Modifications

  • Amending the Countys procurement policy
  • To prohibit the use of contract vendors who use offshore resources to provide services to Washtenaw County
