Homeland Security Training Grant

  • To the State of Michigan

  • For the period 3/1/04 2/28/05

  • To provide training funding for first responders from Washtenaw Countys emergency response organizations, including some County department as well as outside agencies

  • For a program amount of $228,076 (100% reimbursement)

  • Upon receipt of the award:

-Authorizing the Administrator to sign the Notice of Grant Award

-Amending the budget

-Authorizing the Administrator to sign the delegate contracts

RECOMMENDATION: Approval at the Board meeting

B.

Support Services Communities of Interest

Support Services Organizational Development

Performance Reporting Demonstration Grant

  • Ratifying the signature of the Administrator on the application

  • To the National Center for Civic Innovation

  • For the period 4/1/04 4/1/07

  • To provide funding assistance to develop a Performance Scorecard to identify key community of interest measures and develop a system for monitoring and auditing those measures

  • In the amount of $30,000

-Revenue: $30,000

-Match: 0

-Indirect Costs: $4,000

  • Upon receipt of the award:

-Authorizing the Administrator to sign the Notice of Grant Award

Employment Training and Community Services

2004 MPSC/Weatherization Client Education Program

  • Ratifying the Administrators signature on the application

  • To the Michigan Community Action Agency Association

  • For the period 12/1/03 8/31/04

  • To provide home weatherization to 15 units and client education services for residents whos income is at or below 200% of poverty level

  • For a total program of $37,639

-State Revenue: $37,639

-Match: 0

-Authorizing the Administrator to sign the Notice of Grant Award

-Amending the budget

-Authorizing the Administrator to sign the delegate contracts

Administration

1. Convention and Visitors Bureau Management Agreements

  • Authorizing the Chair of the Board to sign the Management Agreements

  • With the Ann Arbor Area Convention & Visitors Bureau and the Ypsilanti Area Convention & Visitors Bureau

  • For the period 1/1/05 12/31/09

  • To provide services pursuant to the Washtenaw County Accommodation Ordinance and state statute

  • To provide use of the excise tax funds collected under the Accommodation Ordinance and to conduct a number of activities designed to promote tourism and convention business within the County

  • Changes to contracts from prior years incorporates the Living Wage language and clarifies language relative to the compensation articles to explain when the County Treasurer would remit the bureaus share of the collected funds

RECOMMENDATION: Approval

2. State Budget Update 2004-2005

3. 2003 Year End Budget Adjustment          PRESENTATION

  • To close out 2003 fiscal year within budget for all county funds

  • To adjust budget in the areas of General Fund Sheriff; Building Services; Environmental Health; and Risk Management

RECOMMENDATION: Approval

4. Sale & Disposal of Real and Personal Property Policy Amendment

  • Adopting amendments to the Countys policy

  • For the Sale & Disposal of Real and Personal Property

  • Separating the policy into two policies:

  1. Sale of Real Property for the purpose of streamlining the process while keeping safeguards in place retaining Board of Commissioner input and ultimate approval before the sale of any real property

  2. Sale of Personal Property for the purpose of streamlining the process, retaining methods to dispose of personal property while clarifying when disposal is permissible.
