Planning, Development & Environment Community Of Interest

1. Employment Training and Community Services Group

a. Annual Winter Warmth Project

• Ratifying the signature of the Administrator on the application

• To the Michigan Public Service Commission

• For the period 10/1/03 – 9/30/04

• To provide emergency energy assistance to individuals and families with incomes at or below 200% of poverty level.

• For a total program of $82,254

-State Revenue: $82,254

-Match: 0

-Indirect Costs: 0

• Upon receipt of the award:

-Authorizing the Administrator to sign the Notice of Grant Award

-Amending the budget

-Authorizing the Administrator to sign the delegate contracts

RECOMMENDATION: Approval at the Board meeting

2. Planning & Environment

Program for the Historic Resources on the Web program (HistWeb Phase II)

• Authorize the Administrator to sign the application

• To the State of Michigan Historic Preservation Grant Program

• For the period 6/1/04 – 6/30/05

• For the Phase II of the HistWeb Project to do an inventory, evaluation, and mapping of Historic Resources for the web

• In partnership with EMU will focus on areas not previously mapped, and under developmental pressure or likely to have significant historic resources

• Townships of Lima, Lodi, Bridgewater, Northfield

• Villages of Chelsea & Dexter

• Eastern Michigan University (EMU) main campus

• For a program of $50,174

-State: $30,009

-Match: $20,165 (local inkind)

• Upon receipt of the award:

-Authorizing the Administrator to sign the Notice of Grant Award

-Amending the budget

-Authorizing the Administrator to sign the delegate contract

ADMINISTRATION

Adoption of Proposed Cost Recovery Ordinance

• Adopting a Cost Recovery Ordinance

• Per state law MCLA 769.1f

• To allow County to charge persons convicted of drunk driving or related offenses for costs incurred in arrest and prosecution

• Eligible costs include salaries & wages of Sheriff’s Office personnel, and costs of prosecution from the Prosecuting Attorney’s Office

• Fee schedule developed based on Maximus study of recoverable costs

• Fees to be recorded by Prosecutor, in association with Sheriff, and billed by Support Services (Finance)

• Estimated fee revenue was approved as part of the 2004 Budget
