Policy Goals regarding 1,4-Dioxane Contamination by Pall Life Sciences

RECOMMENDATION: Approval

2. Employment Training and Community Services Group

1. Annual Federal Foster Grandparent Program

      • To the Corporation for National and Community Service
      • For federal funding for the Foster Grandparent Program
      • Ratify the Administrator's signature on the Application
      • Authorize the Administrator to sign the Notice of Grant Award Amend the budget
      • Authorize the County Administrator to sign delegate contracts
      • In the amount of $457,325
        • Federal funding of $298,402
        • Match includes a state grant (resolution 03-0121), General Fund (allocated from the ETCS 2004 appropriation), and in-kind
      • For the period January 1, 2004 - December 31, 2004
      • To support volunteer opportunities for 64 adults (age 60 and older) with limited incomes to work one-on-one with children with special needs at 33 community sites
      • Volunteers serve 20 hours/week
      • In addition to community involvement and recognition, volunteers receive a small stipend, transportation, one meal/day, uniforms, training, annual physical exams

2. Annual 2004 Work First Program

      • To the Michigan Department of Career Development
      • For pass-through federal funding and state match from various sources:
        • Temporary Assistance for Needy Families ($546,428)
        • Welfare to Work ($156,167)
        • State Match for Federal Welfare to Work ($78,083)
        • Reed Act ($1,002,771)
      • Ratify the Chair of the Board's signature on the application
      • Authorize the Administrator to sign the Notice of Grant Award
      • Amend the budget
      • Authorize the County Administrator to sign delegate contracts
      • In the amount of $1,783,449
        • No match required
      • For the period October 1, 2003 - September 30, 2004
      • To provide comprehensive employment and training services to Family Independence Agency clients, such as
        • Orientation and Assessment - jointly with the Family Independence Agency
        • Job Club/Job Search - search and placement
        • Other services based on individual needs, including subsidized employment, vocational education, and many others
        • Supportive Services - transportation and clothing assistance

RECOMMENDATION: Approval

3. Low Income Home Energy Assistance Program

      • To the Michigan Community Action Agency Association
      • For pass-through Federal funding from the Low Income Home Energy Assistance Program (Department of Health & Human Services) for Deliverable Fuel Assistance
      • Ratify the Chair of the Board's signature on the Agreement
      • Amend the budget
      • In the amount of $107,262.28
        • No match required
        • Eligible expenses include deliverable fuel vouchers only (no administrative expenses)
      • Authorize the County Administrator to sign delegate contracts
      • For the period September 1, 2003 - March 31, 2004
      • To provide vouchers to eligible low-income households to purchase home heating fuel on an emergency basis
      • "Deliverable fuel" includes fuel oil, propane or other truck-delivered fuels
