Public Safety & Justice Community of Interest

1. Trial Court Family Division

2004-2005 Juvenile Accountability Block Grant

  • Ratifying the signature of the County Administrator

  • To the State of Michigan Family Independence Agency

  • For the period of April 1, 2004 through March 31, 2005

  • To participate in a countywide coalition with the City of Ann Arbor, the City of Ypsilanti and Ypsilanti Township

  • To promote greater accountability within the juvenile justice system through formalized graduated sanctions

  • To implement and facilitate a curriculum for youth adjudicated on domestic violence charges

  • For a total program of $121,523

  • Federal Revenue: $109,371

  • Match: $ 12,152

  • Indirect Costs: $ 12,152

  • With local match being eligible for State Child Care Fund reimbursement for a net cost to county of $6,076

  • Upon receipt of the award

  • Authorizing the signature on the Notice of Grant Award

  • Amending the budget

  • Authorizing the Administrator to sign delegate contracts

RECOMMENDATION: Approval at the Board meeting


2. Emergency Management

Annual Emergency Management Performance Grant

  • Authorizing the Administrator to sign the Budget and Work Agreement

  • To the Michigan State Police, Emergency Management Division

  • For the period October 1, 2003 September 30, 2004

  • For pass-through funding from the Federal Emergency Management Agency (FEMA) to support County Emergency Management operations

  • In the amount of approximately $49,822 or 42% of eligible expenses

    • No match required

    • Eligible expenses include salary and fringes of Emergency Management Director only

      • Authorize the County Administrator to sign the Grant Agreement in conformity with the Budget and Work Agreement

B.

Planning, Development & Environment Community Of Interest

Employment Training and Community Services

1. Annual Food Assistance Program (TEFAP)

  • Ratifying the signature of the County Administrator

  • To the Michigan Department of Education

  • For the period of 10/1/03 through 9/30/04

  • To provide supplemental USDA purchased food to 300 families by providing them with emergency food and nutrition assistance at no cost

  • For a total program of $25,000 (approximate based on reimbursement)

-Federal Revenue: $25,000

-Match: $0

-Indirect Costs: $0

RECOMMENDATION: Approval


2. Master Agreement Establishing General Provisions

  • Ratifying the signature of the County Administrator

  • To the Michigan Family Independence Agency

  • For the period of 10/1/03 through 9/30/08

  • To establish general provisions that will apply to all ETCS grants or contract agreements with the State of Michigan

  • Agreement is a requirement to continue State funding allocations for ETCS programs

RECOMMENDATION: Approval

Administrator

Budget Recommendations

1. 2004-2005 Childrens Well Being and Nonprofit Funding Opportunities

  • Approving the Administrators funding recommendations

  • For the two-year period 1/1/04 12/31/05

  • In the amount of $225,000 (Human Services) and $550,000 (Childrens Well-Being) annually

  • Funding both County and private not-for-profit community agencies

  • Recommendations developed by the Human Services Collaborative Council (HSCC) using outcome-based ratings

  • To meet community needs identified through the Health Improvement Plan, Substance Abuse Prevention Plan, Continuum of Care Gaps Analysis, HSCC Prevention Plan, and Community of Interest discussions

  • Authorizing the Administrator to sign the contracts

RECOMMENDATION: Approval

2. 2004-2005 Biennial Budget

  • Ways & Means adoption of the 2004-2005 Biennial Budget
