Bridgewater Township Contract – Wastewater System Construction

Ø      Approving the contract with Bridgewater Township

Ø      For an Act 185 Project for the construction of a wastewater collection and treatment system to service the Hamlet of Bridgewater.

Ø      For a total project of $2,100,000

Ø      Township will pledge their full faith and credit on this debt and will be responsible for all debt retirement payments

 RECOMMENDATION:  Approval

Ø      Approving the sale of bonds

Ø      For the construction of a wastewater collection and treatment system to service the Hamlet of Bridgewater.

Ø      For a total project of $2,100,000

Employment Training and Community Services

Fiscal Year 2003 Michigan Public Service Commission (MPSC) funds

Ø      Ratifying the County Administrator’s signature on the grant application

Ø      To the Family Independence Agency

Ø      For the period of 1/1/ 03 to 7/31/03

Ø      To serve 80 families at or below 200% of the poverty level by providing services such as payment of utilities, fees for utility connection, reconnection of heat and other utilities, and required deposits.

Ø      For a total program of $39,731

-State Grant Funds:     $39,731

     -Match:                                  $0

     -Indirect Costs: $0

Ø      Upon receipt of the award:

-Authorizing the Administrator to sign the Notice of Grant Award

-Amending the budget

-Authorizing the Administrator to sign delegate contracts

Head Start

FY 2003 One Time Supplemental for Program Improvement

Ø      Ratifying the signature of the Administrator on the application

Ø      To the Department of Health & Human Services

Ø      For the period 8/1/03 – 7/31/04

Ø      To support the expense of building safety & security (fencing, firestopping, resilient flooring etc) into the new Head Start building currently under construction

Ø      Funding to be expended immediately upon award, as the building is scheduled to be completed shortly thereafter

Ø      For a total program of $283,703

-Federal grant funds    $226,962

     -Match  (Inkind)              $56,741

     -Indirect Costs:  0

Ø      Upon receipt of the award:

-Authorizing the Administrator to sign the notice of grant award

-Amending the budget

Support Services – Human Resources

Washtenaw County Employees Retirement System (WCERS) Amendment

Ø      Amending sections 46 & 47

Ø      To expand the composition of the WCERS Commission as negotiated with all existing collective bargaining units

Ø      Adding an additional position that shall be specific to Union membership within the WCERS plan, and one (1) that is a Union Retiree trustee position elected by the AWARE Group

RECOMMENDATION:   Approval
