NEW Shelter Plus Care Vouchers for the H.E.L.P. Program

 

 

 

 

 

 

 

      Ratifying the Administrator signature on the Shelter Plus Care application

      To the U.S. Department of Housing and Urban Development

      For a five year period

 

      New application for Shelter Plus Care vouchers that will be received through the approval of the Homeless Engagement Living Project (H.E.L.P.) grant applied for by the Washtenaw Community Health Organization

 

      Providing fifty-seven (57) new Sponsor-Based Rental Assistance Vouchers as part of the H.E.L.P.

 

      Planning & Environment will administer the vouchers and contract with Shelter Association of Washtenaw County to dispense them to consumers.

 

      For a total program of $1,959,900:

      -Federal Revenue:      $1,959,900

      -Match (In-kind):                        $0

 

      Upon receipt of the award:

       -Authorizing the Administrator to sign the Notice of Award

      -Amending the budget

      -Authorizing the Administrator to sign the delegate contracts

2003-2008 Washtenaw Urban County/HOME Consortium Consolidated Strategy & Plan

 

 

 

 

 

 

 

      Authorizing the signature of the Administrator on the Consolidated Plan

      To the U.S. Department of Housing and Urban Development

      For the period 7/1/03 6/30/04 (Action Plan)

 

      To provide the Urban County CDBG and HOME Consolidated Strategy and Plan outlining priority areas for use of CDBG and HOME funds and summarizing the specific homeless, special population, housing and community development objectives over a five-year period.

 

      To provide the Action Plan outlining the funding activities in alignment with the five-year objectives of the CDBG and HOME Consolidated Strategy.

 

      Funding to provide opportunities to leverage public, private and non-profit funds to address local affordable housing needs.

 

      For a total program of $835,990 (HOME Funding)

   -Federal Revenue:      $681,229

   -Match (In-kind):         $144,761

   -Indirect Costs:  0

 

      For a total program of $922,000 (CDBG Funding)

    -Federal Revenue:      $922,000

   -Match (In-kind):                     $0

   -Indirect Costs:  0

      For a total program of $ $421,098

      With Motorola Inc.

 Washtenaw County fiduciary agency for 800 MHz

 

      To purchase & install enhancements to the Central Electronics Bank (part of dispatch system)

 

      Enhancements will increase dispatch capacity and allow interface of University of Michigan 800 MHz with County 800 MHz system

 

      Contract costs paid by City of Ann Arbor ($171,000) and 800 MHz Consortium ($36,246)
