Regional Prepaid Health Plan Designation








v   Supporting the Washtenaw Community Health Organizations (WCHO) application

v   To the Michigan Department of Community Health


v   To serve as the regional funding recipient for mental health & substance abuse services for Medicaid consumers in Washtenaw, Lenawee & Livingston Counties

Money Purchase Pension Plan Amendment








v   Amending the Money Purchase Pension Plan

v   To comply with new tax regulations from the Internal Revenue System


v   Amendments to conform with new tax regulations include:

-incorporating the current compensation limits

-incorporating the current highly compensated employee compensation amount as adjusted by the US Secretary of the Treasury

-incorporating the requirement of the Unformed Services Employment and Reemployment Rights Act

-incorporating the current contribution limits

-incorporating the proposed regulations regarding the requirement minimum distribution rules

-incorporating the current eligible rollover distribution rules

-conforming the MPPP to the Michigan Eligible Domestic Relations Order Act


v   Amendment to allow the acceptance of direct rollover distributions from other qualified plans
















Washtenaw County Employees Retirement System Amendment








v   Amending the Employees Retirement System

v   To have the plan document reflect the changes in the Internal Revenue Code


v   IRC Codes that WCERS operates under include:

-    Tax Reform Act of 1986 (TRA 86)

-    Technical and Miscellaneous Revenue Act of 1988 (TAMRA)

-    Unemployment Compensation Amendments of 1992 (UCA)

-    Omnibus Budget Reconciliation Acts (OBRA)

-    Uniformed Service Employment and Reemployment Rights Act of 1994 (USERRA)

-    Uruguay Round Agreements Act of 1994 (GATT)

-    Small Business Job Protection Act of 1996 (SBJPA 96)

-    Taxpayer Relief Act of 1997 (TRA 97)

-    Internal Revenue Service Restructuring and Reform Act of 1998 (RRA 98)

EMC Corporation Contract






v                 Authorizing the Chair of the Board to sign the necessary documents

v                 With EMC Corporation


v                 To upgrade the Countys existing consolidated data storage and backup system that retains and archives electronic records used by County departments, ie. Files, images, and pictures


v                 For the period of 2 years

v                 In an amount not to exceed $417,784 ($208,892/year)


v                 Necessary documents include:

-Master Lease Agreement outlines the terms and conditions for use of the equipment

-Master Lease Agreement Supplement outlines the terms and condition of the equipment

-Master Lease Supplement, Certificate of Delivery and Acceptance verifies the location for delivery of the equipment

-Certificate of Incumbency authenticates the authorized representative(s) to do business with EMC Corporation

-Manufacturers Terms defines the warranty, maintenance, licenses, ownership, restrictions, etc.

-Commitment Letter outlines the specific equipment and pricing

-Basic Ordering Agreements covers the acquisition of equipment and additional equipment that may be purchased or leased during the lease term

-Statement of Work outlines the project plan for the installation of hardware and software on the lease


















Annual Marine Safety Program






vRatifying the Chair of the Boards signature on the Estimate of Authorized Expenditures Summary application

v     To the Michigan Department of Natural Resources

v     For the period 1/1/02 12/31/02


v     To provide reimbursement for Marine Safety functions to insure safe operation of watercraft on County waterways.


v     For a total operating budget of $157,342 (budgeted)

-State revenue: $ 47,000

-General fund appropriation of $110,342 (included in 2002 Sheriffs budget)


v     Total Capital Budget requested from the State of $25,000

v     If awarded, an additional General Fund appropriation of $6,250 would be required


v     Upon receipt of the award:

-Authorizing the Administrator to sign the Notice of Grant Award

-Authorizing the Administrator to sign delegate contracts
