	Sheriff Road Patrol, Cost of Contracted Deputies, and Alternatives for Contract Formulas for Contractual Deputies Study Consultant

	Authorizing the Administrator to sign the contract With Northwestern University Traffic Institute For the period 7/15/99 - 11/15/99 In the amount of $32,449 (funded by unearmarked reserve) For a study to provide recommendations on an appropriate level of road patrol in Washtenaw County, determine the cost of contracted deputies and determine alternatives for contract formulas for contractual deputies The study is to include five phases -Initial site visit and planning session -Preparation of a detailed workplan -On-site data gathering -Data analysis -Submission of final report *Amending the budget

B.	Children's Services

	Washtenaw Intermediate School District Educational Services Contract for Detention

	Authorizing the Chair of the Board to sign the contract With Washtenaw Intermediate School District For the period 7/1/99 - 6/30/01 For three teachers, one head teacher stipend and a supervisory administrative cost for educational services to detained youth In the amount of $310,731 Net cost: $11,813 *Authorizing the Administrator to sign the second year contingent upon first year performance

	RECOMMENDATION: Approval

	Children's Well Being Funding Guidelines and Timeframe

	Approving the Request for Proposals (RFP) Guidelines Approving the timeframe For appropriating Children's Well-Being funding In the amount of $450,000 -allocating $300,000 to new/previous providers -allocating $140,000 to new providers -allocating $10,000 to grant writing/technical assistance

C.	Community Mental Health

	Washtenaw County Health Organization Agreement Amendment

	Authorizing the Chair of the Board to sign the amended contract With University of Michigan *To support the created Community Health Organization adopted by the Board on June 9, 1999

D.	14-A District Court

	Saline District Court Lease Addendum (Extension)

	Authorizing the Chair of the Board to sign the addendum With the City of Saline For the period 01/01/99 - 12/31/00 To provide space for 14A District Court located at 7605 N. Maple in Saline In the amount of $30,230 for 1999 In the amount of $31,137 for 2000

	Agreement with Wayne County to Receive EPA Funding

	To receive pass-through EPA funding for implementation of Washtenaw County's Storm Water General Permit Grant For a total program of $183,216 -Wayne County EPA $91,608 -Match: Gen. Fund $78,108 (over 2 years) Authorizing the Administrator to sign the agreement With Wayne County For the period of two years Amending the budget

	Creating a Deputy of Engineering Services Position

	To oversee drain construction project management, development reviews and provide technical assistance to local governments and citizens Creating a 1.0 Deputy of Engineering Services position -Grade 33, Group 32 -Salary Range: $49,958- $73,949 Amending the budget

F.	Environment & Infrastructure Services

	Recycling & Waste Management Policy Update

	Adopting the revised Recycling & Waste Management Policy Originally adopted 9/5/90 *Due to advancements in recycling and waste management technologies and availability of recycled content products

	Creating a Building Inspector Position

	*Creating a 1.0 revenue generating Building Inspector position -Grade 21, Group 12 -Salary Range: $35,373 - $46,196

	Approving the Request for Proposals (RFP) guidelines Approving the timeframe For Washtenaw County Human Services Outside Agency Funding of Non-County Not-For-Profit Agencies In the amount of $250,000

		1998 Cooperative Reimbursement Program Amendment For Actual Expenditures

		For the 66% reimbursement of actual expenditures of child support collection expenses For additional eligible reimbursement expenses in the amount of $160,110 Amount of reimbursement of $105,673 Authorizing the Chair of the Board to sign the contract amendment With the Family Independence Agency For the period 01/01/98 - 12/31/98
