	Annual '98 Title IIB Summer Youth Employment Training Plan (SYETP)

	To improve in school retention/completion; academic performance; employability skills; coordination of prevention & treatment programs; enhance basic skills; enrollment in supplemental or alternative school program; provide opportunity for exposure to the world of work and enhance citizenship to serve 330 youth Ratifying the signature of the Chair of the Board on the application for funds From the Michigan Jobs Commission For the period 10/1/97 - 9/30/98 For a total program amount of $391,581 -Indirect Costs: $24,000 -Match: $0 Upon receipt of the grant award: -Authorizing the Administrator to sign the Notice of Grant Award -Amending the budget -Authorizing the Administrator to sign delegate contracts

	'97 Title III Trade Adjustment Act/North American Free Trade Agreement Master Plan

	For participation in the program to provide rapid response/early intervention in the event of a large dislocation event, such as permanent closure or substantial layoff Ratifying the signature of the Chair of the Board on the program participation application With the Michigan Jobs Commission For the period 07/01/97 - 6/30/98 *Upon receipt of program participation authorizing the Administrator to sign the applications for funding up to $400 per program participant

	Annual ' 98 Title IIC (Youth) Plan

	To provide opportunities for improving long-term employability to 16 youth such as classroom training, competency-based training, on-th-job training, in-school youth program, work experience, support services and special outreach for non-traditional work opportunities Ratifying the signature of the Chair of the Board on the application for funds From the Michigan Jobs Commission For the period 07/01/98 - 6/30/99 For a total program of $39,270 -Indirect Costs: $1,400 -Match: $0 Upon receipt of the award: -Authorizing the Administrator to sign the Notice of Grant Award -Amending the Budget -Authorizing the Administrator to sign delegate contracts

	To provide outreach & recruitment, intake and assessment, referral, occupational training, training & placement assistance, job development, public relations and advocacy, job search assistance, placement services, supportive services, outcome evaluation to 7 adults aged 55 or older Ratifying the signature of Chair of the Board on the application for funding From the Michigan Jobs Commission For the period 07/01/98 - 6/30/99 For a total program of $18,283 -Indirect Cost: $0 -Match: $0 Upon receipt of the award: -Authorizing the Administrator to sign the Notice of Grant Award -Amending the budget -Authorizing the Administrator to sign delegate contracts

	Annual '98 Weatherization Plan

	To provide outreach, intake, pre-inspection, blower-door/health and safety furnace testing, "plan of action", and post-inspection to serve 81 homes (projected) Ratifying the signature of the Administrator on the application for funding From the Department of Energy/Michigan Family Independence Agency For the period 04/01/98 - 03/31/99 For a total program amount of $181,536 -Indirect Costs: $2,300 -Match: $0 Upon receipt of the award: -Authorizing the Administrator to sign the Notice of Grant Award -Amending the budget -Authorizing the Administrator to sign delegate contracts

	Annual '98 Head Start Program

	To provide health, nutrition and social services to 543 children and their families at the following delegate sites: -Ann Arbor Public Schools -Willow Run Public Schools -Whitmore Lake Public Schools -Lincoln Consolidated Schools -Jefferson site -Fletcher site Program changes include: -deleting 67 Home Base spaces -adding Lincoln Consolidated Schools (34 children) -adding 17 children to Jefferson site -adding 16 children to Ann Arbor Public Schools Ratifying the signature of the Administrator on the application for funding From the Michigan Department of Health and Human Services For the period 08/01/98 - 07/31/99 For a total program amount of $3,221,312 -Indirect Costs: $15,800 -Match: $642,982 ($233,504 - budgeted County; $409,478 provided by grantee and local school districts) *Upon receipt of the award: -Authorizing the Administrator to sign the Notice of Grant Award -Amending the budget -Authorizing the Administrator to sign the delegate contracts

	Investment Policy

	Adopting a new Washtenaw County Investment Policy As required by Public Act 20 of 1943 amended by Public Act 196 of 1997 To address the investment of surplus County funds and validate certain investments For the purpose of outlining safety, diversification, liquidity and return on investments; delegation of authority *All banks and broker/dealers must execute an agreement before the County does business with them

	RECOMMENDATION: Approval

C.	Parks & Recreation

	Renewal of .25 Millage

	Adopting ballot language for the primary election on August 4, 1998 For the renewal of the .25 Millage For a ten-year period beginning with the December 1, 1999 levy For acquisition, development, maintenance and operation of park lands and recreational facilities

D.	Prosecuting Attorney

	Domestic Violence Court Pilot Program

	To provide implementation of a comprehensive and intensive effort to impact the incidents of domestic violence and ensure swift and consistent prosecution of assailants Ratifying the signature of the Administrator on the application for funds From the US Department of Justice In collaboration with Washtenaw County Prosecuting Attorney's Office, 15^th District Court, Ann Arbor Police Department, Washtenaw County Sheriff's Department and Domestic Violence Project/Safe House For the period 07/01/98 - 6/30/99 For a total program amount of $367,930 -Indirect Costs: $32,227 -Match: $0 *Upon receipt of the award: -Authorizing the Administrator to sign the Notice of Grant Award -Amending the budget -Authorizing the Administrator to sign delegate contracts -Creating a 1.0 grant status Assistant Prosecuting Attorney position -Grade 27, Group 22 -Salary Range: $36,836 - $48,341 -Creating a 1.0 grant status Management Assistant position -Grade 27, Group 32 -Salary Range: $28,339 - $40,335
