XV. REPORT FROM THE COUNTY ADMINISTRATOR:

XVI. RESOLUTIONS:

A. WAYS AND MEANS - November 7, 2012

1. Resolution authorizing the Board of Commissioners to ratify the County Administrator's signature on the electronic submission of the grant application to the Michigan State Housing Development Authority (MSHDA) for the 2012-13 Emergency Solutions Grant (ESG) program in the amount of $302,170; authorize the County Administrator to sign the Notice of Grant Award; approve the budgets; and authorizing the County Administrator to sign delegate contracts

2. Resolution ratifying the electronic submission of the grant application and agreement for the Safe Communities Grant, in the amount of $150,000, with the State of Michigan, Office of Highway Safety Planning, for the period October 1, 2012, to September 30, 2013. Authorizing the County Administrator to sign the Notice of Grant Award; amending the budget; and authorizing the Administrator to sign delegate contracts

3. Resolution adopting the Merchant/Vendor Issued Credit Policy

4. Resolution adopting the Revised Policy for Procurement

5. Resolution to authorize the County Administrator to execute a contract for up to four years with the Humane Society of Huron Valley to provide certain animal control services within Washtenaw County and to authorize the County Administrator to execute contracts for up to four years with those local government entities, which maintain their own animal control ordinances, to help off-set the cost to the County of the HSHV contract
 
B. WAYS AND MEANS - October 17, 2012:

1. Resolution ratifying the County Administrator's signature on the application to the Michigan Department of Human Services, for the FY 2013 Community Services Block Grant in the amount of $571,353 for the period October 1, 2012, through September 30, 2013, for OCED; authorizing the Administrator to sign the Notice of Grant Award; amending the budget; authorizing the Administrator to sign delegate contracts

2. Resolution ratifying the signature of the Chair of the Board of Commissioners on the Emergency Management Work Agreement; ratify the signature of the County Administrator on the Emergency Management Performance Grant Local Budget and on the State of Michigan Emergency Management Performance Grant Agreement with the Michigan State Police Emergency Management and Homeland Security Division for the period October 1, 2012, to September 30, 2013, in the amount of $78,984; and authorizing the Administrator to sign the delegate contracts

3. Resolution to approve an extension to the Coordinated Funding Pilot through 2014 and authorize the County Administrator's signature on the Memorandum of Understanding with the four other Washtenaw Coordinated Funding Partners

4. Resolution ratifying the County Administrator's signature on the OCED grant application to the Area Agency on Aging 1-B for the Nutrition Program for the Elderly for the period of October 1, 2012, through September 30, 2013; authorizing the County Administrator's signature on the application for the first year of funding in the amount of $839,652 for the period of October 1, 2012, through September 30, 2013; authorizing the Administrator to sign the Notice of Grant Award; ammending the budget; and authorizing the County Administrator to sign delegate and lease contracts

5. Resolution to approve a Washtenaw County Municipal Civil Infractions Ordinance; establish a Municipal Civil Infractions Violations Bureau; provide for sanctions for violations of Municipal Civil Infractions; adopt a savings clause; and provide an effective date  (Ordinance)

C. APPROVAL OF CLAIMS:
1. Resolution authorizing payment of claims commencing with the last previously approved claim and continuing through the date of October 19, 2012
