A. WAYS & MEANS - June 3, 2009:

  1. Resolution ratifying the submission of the electronic grant application to the US Department of Justice; Bureau of Justice Assistance, Office of Justice Programs for the Edward Byrne Memorial Justice Assistance Grant for the Sheriff's Office in the amount of $160,723 for the period of October 1, 2009 through September 30, 2011
  1. Resolution adopting the recommended budget solutions as the first phase of modifications to create a balanced budget for the 2010/11 fiscal years and authorizing the Administrator to continue to work with the organization and unions to identify additional long-term structural solutions that will balance the 2010/11 biennial budget to be brought to the Ways and Means Committee no later than September 16, 2009 as phase 2 of the 2010/11 recommended budget (Executive Summary - Attached to Resolution in Packets)
  1. Resolution approving the recommendations set forth to modify compensation and benefits for non union (Group 32) employees for 2009, 2010 and 2011
  1. Resolution allocating Children's Well Being and Human Service Funding, and authorizing the Office of Community Development to administer the distribution of these funds

B. WAYS & MEANS - July 8, 2009:

  1. Resolution ratifying the electronic application submission to the Department of Justice Paul Coverdell Forensic Science Improvement Grant by the Public Health Department in the amount of $82,682 for the period of October 1, 2009 through September 30, 2010; authorizing the Administrator to sign the Notice of Grant Award; amending the budget; and authorizing the Administrator to sign delegate contracts
  1. Resolution ratifying the Administrator's signature on the National Association of County and City Health Officials (NACCHO) grant application for funds available through the Advanced Practice Centers (APCS) Program in the amount of $466,489 for the period of October 1, 2009 through September 29, 2010; authorizing the Administrator to sign the Notice of Grant Award; amending the budget; creating a grant status 1.0 FTE Health Educator and a grant status 1.0 FTE Sanitarian contingent upon receipt of the grant award; and authorizing the Administrator to sign delegate contracts
  1. Resolution authorizing the Chair of the Board of Commissioners to sign the application to the Department of Health and Human Services for the Washtenaw County Head Start Program; a program of excellence, for one time funds for program improvement and health and safety improvements for the period of August 1, 2009 through July 31, 2010 in the amount of $155,332; authorizing the Administrator to sign the Notice of Grant Award; amending the 2009-10 Head Start budget; and authorizing the Administrator to sign delegate contracts
  1. Resolution ratifying the Administrators signature on the Plan Agreement for the Fiscal Year (FY) 2009 Weatherization Low Income Home Energy Assistance Program Plan to the Michigan Department of Human Services in the amount of $64,500 for the program period May 24, 2009 through September 30, 2010 for Employment Training and Community Services; authorizing the Administrator to sign the Notice of Grant Award; amending the budget; and authorizing the Administrator to sign delegate contracts
  1. Resolution ratifying the Administrator's signature on the Foster Grandparent Program Multi-Year Plan submitted to the State of Michigan, Office of Services to the Aging (OSA) for the period of October 1, 2009 through September 30, 2012; and the annual funding agreement for the Foster Grandparent Program for Employment Training and Community Services, in the amount of $10,664; authorizing the Administrator to sign the Notice of Grant Award; amending the budget; and authorizing the Administrator to sign delegate contracts
  1. Resolution ratifying the signature of the Administrator on an application with the Michigan Department of Human Services for Cooperative Reimbursement funds for the Office of the Prosecuting Attorney for the period October 1, 2009 through September 30, 2010 in the amount of $681,000; $231,540 in local match and $449,460 in State and Federal Funds
  1. Resolution ratifying the signature of the County Administrator on the application for the FY 2010 Title IV-D Cooperative Reimbursement Agreement with the Michigan Department of Human Services, Office of Child Support, for the Friend of the Court in an amount not to exceed $3,969,161 for the period of October 1, 2009 through September 30,2010
  1. Resolution ratifying the signature of the Administrator on an application to the State of Michigan, Michigan Department of Corrections/Office of Community Corrections, and Washtenaw County/City of Ann Arbor Community Corrections Board for the FY 2009 Washtenaw County/City of Ann Arbor Community Corrections Comprehensive Plan in the amount of $889,292 for the period October 1, 2009 through September 30, 2010
  1. Resolution authorizing the Washtenaw County Treasurer as the foreclosing governmental unit to enter into an intergovernmental agreement with the State of Michigan Land Bank Track Authority for the purpose of establishing a Washtenaw County Lank Bank Authority and approving the intergovernmental agreement between the Michigan Land Bank fast track authority and the treasurer of the County of Washtenaw, Michigan

C. NEW BUSINESS:

  1. Resolution designating the Arts Alliance to operate on behalf of the Washtenaw County Board of Commissioners in applying for arts grants from the National Endowment for the Arts - Arts Alliance President Tamara Real will provide a presentation
  1. Resolution approving the FY 2010-12 Multi-Year Plan of the Area Agency on Aging 1-B for the purpose of conveying such support to the Area Agency on Aging 1-B and the Michigan Office of Services to the Aging (Letter) (Plan)
  1. Resolution setting a public hearing on August 5, 2009 at 6:45 p.m. to solicit citizen input on a proposed tax millage of 0.0170 of a mill pursuant to public act 88 of 1913 (MCLA 46.161) to promote the agricultural, industrial and tourist advantages of Washtenaw County

D.  APPROVAL OF CLAIMS:

     1.      Resolution authorizing payment of claims commencing with the last previously approved claim and continuing through the
              date of June 19, 2009
