RESOLUTIONS:

A. WAYS AND MEANS – April 16, 2008

1. Resolution authorizing the electronic submission of the application on the Michigan Department of Labor and Economic Growth (MDLEG) Fiscal Year (FY) 2008 jobs, education, and training (JET) general fund/general purpose (GF/GP) expansion funding in the amount of $121,489 for the period of October 1, 2007 through September 30, 2008 for the Employment Training and Community Services (ETCS) department; authorizing the County Administrator to sign the notice of grant awards; approving the budget; and authorizing the administrator to sign the delegate contracts

2. Resolution ratifying the Chair of the Board’s signature on the 2007 No Worker Left Behind (NWLB) Wagner-Peyser Employment Services (ES) Plan application to the Michigan Department of Labor and Economic Growth for the period of July 1, 2007 through June 30, 2008 in the amount of $78,096 for the ETCS Department; authorizing the Administrator to sign the notice of grant award; amending the budget; and authorizing the County Administrator to sign the delegate contracts

3. Resolution ratifying the County Administrator’s signature on the plan agreement for fiscal year (FY) 2008 Weatherization Assistance Program Local Service Plan to the United States Department of Energy/Michigan Department of Human Services in the amount of $293,364 for the program period April 1, 2008 through March 31, 2009 for Employment Training and Community Services; authorizing the Administrator to sign the notice of grant award; approving the budget; authorizing the administrator to sign delegate contracts

4. Resolution ratifying the County Administrator’s signature on the plan agreement for fiscal year (FY) 2008 Weatherization Low Income Home Energy Assistance Program Plan to the Michigan Department of Human Services in the amount of $75,250 for the program period April 1, 2008 through March 31, 2009 for Employment Training and Community Services; authorizing the Administrator to sign the notice of grant award; approving the budget; authorizing the administrator to sign delegate contracts

5. Resolution authorizing the County Administrator to sign the Washtenaw Urban County’s Consolidated Strategy for July 1, 2008 through June 30, 2013 and the Annual Action Plan for July 1, 2008 through June 30, 2009 for the U.S. Department of Housing and Urban Development; authorizing the Administrator to sign the notice of grant award; approve the budgets in the total amount of $1,931,870; authorizing the administrator to sign delegate contracts

6. Resolution authorizing the creation of one administrative coordinator position within the Washtenaw County Treasurer’s Office to support revenue generating operations

7. Resolution authorizing the County Administrator to implement the recommended budget amendments including position eliminations to provide savings for the 2009 budget and to continue work with the organization to identify additional long-term structural solutions that will balance the 2009 budget to be brought to the Ways & Means Committee no later than August 2008

B. WAYS AND MEANS – May 7, 2008

1. Resolution ratifying the electronic submission of the grant application to the Ann Arbor Area Community Foundation for the Digital Inclusion Task Force in the amount of $56,765 for a period of June 1, 2008 through May 31, 2009; authorizing the Administrator to sign the notice of grant award; approving the budget and authorizing the Administrator to sign delegate contracts

C. APPROVAL OF CLAIMS

1. Resolution authorizing payment of claims commencing with the last previously approved claim and continuing through the date of April 25, 2008.

D. NEW BUSINESS

1. Resolution to accept comments from Washtenaw County Department of Planning and Environment staff on the Sylvan Township Comprehensive Plan Update and to direct the County Clerk to send comments to SylvanTownship and the contiguous local units of government
