A. WAYS & MEANS COMMITTEE – APRIL 5, 2006:

1. Resolution ratifying the County Administrator’s signature on the plan agreement for Fiscal Year (FY) 2006 Weatherization Assistance Program Local Service Plan to the Department of Energy/Michigan Department of Human Services in the amount of $343,814 for the program period April 1, 2006 through March 31, 2007 for Employment Training and Community Services

2. Resolution ratifying the County Administrator’s signature on the Fiscal Year (FY) 2006 Low Income Home Energy Assistance Program (LIHEAP) application in the amount of $64,500 to the Michigan Department of Human Services for the period of April 1, 2006 through March 31, 2007

3. Resolution authorizing the County Administrator to sign Employment Training and Community Services Michigan Department Of Human Services Low Income Home Energy Assistance Program (LIHEAP) Crisis Assistance Deliverable Fuel agreement, in the amount of $20,171 for the period of February 10, 2006 through September 30, 2006

4. Resolution authorizing the County Administrator to sign the ETCS application to the Michigan Department of Education (MDE) for the 2006 Summer Food Service Program for children in the amount of $129,000 for the period of June 19, 2006 through August 25, 2006

5. Resolution ratifying the submission of the electronic grant application to Pfizer, Inc. for a Youth Festival of the Arts in the amount of $23,780 for the period of May 1, 2006 through November 15, 2006

6. Resolution authorizing the Administrator to sign the application to the Department of Health and Human services for the Head Start program for the period of August 1, 2006 through July 31, 2007 in the amount of $4,520,189

7. Resolution authorizing the County Administrator’s signature on the application to the Department of Health and Human Services for the Head Start program for the period of August 1, 2006 through July 31, 2007 in the amount of $93,750 for the Oral Health grant program; authorizing the Administrator to sign the notice of grant award; authorizing the Administrator to sign each supplemental funding award throughout the duration of the four year Oral Health grant with a funding period of December 31, 2005 through December 31, 2009; and approving the Head Start Oral Health budget

B. WAYS & MEANS COMMITTEE – APRIL 19, 2006:

8. Resolution eliminating and creating positions in the Washtenaw County Library

9. Resolution to create the position of Administrative Coordinator for the Clerk/Register Election Division

10. Resolution approving the 2006 Washtenaw County Equalization Report

11. Resolution authorizing reimbursement to local units of government in Washtenaw County for the county-wide election to be held on May 2, 2006; creating an Elections Reimbursement Committee to analyze the issue of election reimbursement and provide recommendations

C. APPROVAL OF CLAIMS:

12. Resolution authorizing payment of claims commencing with the last previously approved claim and continuing through the date of April 7, 2006

D. NEW BUSINESS:

13. Resolution establishing the police services steering committee as a special committee of the Board of Commissioners

14. Resolution endorsing the formation of the Coalition for Action on Remediation of Dioxane (CARD), appointing a Washtenaw County Commissioner as its representative, and concluding its participation in the Gelman groundwater remediation plan Intergovernmental Partnership
