22.Resolution authorizing the Administrator to sign the contract with HLM Design, Inc. in the amount of $97,600 plus reimbursable expenses for the Public Safety and Courts Facilities Study for the period November 18, 1999 through March 31, 2000; endorsing the workplan; creating a Public Improvement Fund (PIF) under MCLA 141.251 et seq.; directing any increase in court costs to be allocated to such fund and urging the local courts to increase court costs to help fund the PIF

23.Resolution ratifying the signature of the Chair of the Board on the application to the Michigan Department of Career Development (MDCD) for Michigan Works! System Implementation Plan in the amount of $124,359, for the period of July 1, 1999 through December 31, 2000 for the Employment Training and Community Services Group; authorizing the Administrator to sign the notice of grant award; amending the budget and authorizing the Administrator to sign the delegate contracts

24.Resolution authorizing the County Administrator to sign the 2000 Professional Services Contract with J. F. Moore & Associates, LLC, to provide background investigation services for the Washtenaw County Sheriffs Department in the amount of $90,000

25.Resolution authorizing the Administrator to sign the Master Police Services Contract with Ypsilanti Township for 44 positions and authorizing the creation of two (2) 1.0 fte revenue generating Deputy Sheriff positions

26.Resolution amending the Clerk/Registers budget to update Accu-Vote Election Devices and to offer financing to Scio, Webster and Ypsilanti Townships to upgrade to Optical Scan Voting Devices

27.Resolution ratifying the signature of the Chair of the Board on the FY 2000 Food Stamp Employment & Training (FSE&T) Planapplication to the Michigan Department of Career Development (MDCD) in the amount of $191,837 for the period of October 1, 1999 through September 30, 2000; authorizing the Administrator to sign the notice of grant award; amending the budget and authorizing the Administrator to sign delegate contracts

28.A resolution ratifying the signature of the Chair of the Board on Fiscal Year (FY) 2000 Corrections Parolee and Inmate Services Program (PISP) Plan to the Michigan Department of Corrections (MDOC) and the Michigan Department of Career Development (MDCD) for the period of October 1, 1999 through September 30, 2000 in the amount of $57,800 for the Employment Training and Community Services Group, authorizing the County Administrator to sign the notice of grant award; amending the budget and authorizing the County Administrator to sign the delegate contracts

29.Resolution ratifying the signature of the Chair of the Board on the Fiscal Year (FY) 2000 Displaced Homemaker Program (DHP) Plan application to the Michigan Department of Career Development (MDCD) in the amount of $27,077 for the period of October 1, 1999 through September 30, 2000 for the Employment Training and Community Services Group; authorizing the County Administrator to sign the notice of grant award; amending the budget and authorizing the County Administrator to sign the delegate contracts

31.Resolution authorizing the County Administrator to sign the Interagency Agreement between Community Mental Health and Public Health, amending budgets and approving the interdepartmental transfer of positions from Community Mental Health to the Public Health Department for the provision of Mental Health and Substance Abuse Prevention Services

32.Resolution implementing a Second Assertive Community Treatment Team and creating four (4.0 FTE) new positions

34.Resolution approving the Drug Forfeiture Allocation Committees recommendation for expenditure of drug forfeiture funds in the amount of $35,222.

35.Resolution authorizing the creation of two (2.0) revenue generating Deputy Sheriff positions, to fulfill the police services contract with Scio Township for the year 2000; and authorizing the county administrator to sign the police services contract with Scio township in the amount of $329,148, for the period of January 1, 2000 through December 31, 2000

36.A resolution authorizing the creation of one (1.0) revenue generating Deputy Sheriff position, to fulfill the police services contract with Webster Township for the year 2000, and authorizing the County Administrator to sign the police services contract with Webster Township, in the amount of $73,144, for the period of January 1, 2000 through December 31, 2000,
