Outside Agency Process

The County, as part of the biennial budgeting process, allocates a set of funds to community organizations which share the goals/customers with specific county departments. A mostly consistent group of outside agencies are invited to apply for funding. In their applications, each agency is required to outline programs and expected service outcomes or products, define customer value, and delineate measures that would demonstrate the attainment of expected outcomes, thereby aligning with the Business Improvement Process.

The Budget Office oversees the Outside Agency application process for those agencies whose services fall outside of the areas funded through the Human Services/Children’s Well-Being RFP process. Each applicant is assigned an oversight department with expertise in the services provided by the agency. The oversight department reviews the application for funds and provides a recommendation (via the Budget Office) to County Administration. Contracts for provision of services are executed with each agency, and each agency’s performance is overseen by a County department.
